Contractors suspended from bidding

The Development Bureau has suspended the contractors involved in a fatal industrial incident at the construction site for the Kwai Chung Hospital Phase 2 Redevelopment from tendering for public works contracts.

 

The bureau noted that the contractors concerned were on the List of Approved Contractors for Public Works.

 

As the party responsible for procuring services for public works, the bureau said it had notified the contractors concerned that they are suspended from tendering for public works contracts in the buildings category with immediate effect.

 

The contractors concerned are required to undergo an independent safety audit to review their safety management system. They will be required to take heed of the audit’s findings and to submit and improvement action plan and improvement measures, with a view to demonstrating that they have an effective safety management system in place, before removal of the suspension can be considered.

 

The suspension applies not only to future tender exercises, but also those in which procedures have been initiated but not concluded.

 

A government department is investigating the industrial incident, which happened yesterday, and will handle it in accordance with the law.

 

Based on the investigation’s findings, the bureau will impose further regulatory actions on the contractors concerned.
