Yuen Long site to be sold

A site on Fuk Wang Street and Wang Lee Street in Yuen Long will be sold by open tender from March 15 to June 28 under a two-envelope approach, the Government announced today.

 

The site, Yuen Long Town Lot No. 545, occupies an area of about 32,440 sq m and is designated for developing for multi-storey buildings (MSB) for logistics/vehicle servicing and maintenance purposes. The maximum gross floor area is 161,500 sq m.

 

The developer will be required to hand over no less than 30% of the maximum gloss floor area, ie no less than 48,450 sq m to the Government. The Government or its appointed agent will manage the floor space and lease it to brownfield operators displaced by government projects.

 

The brownfield operators will be charged a concessionary rental at a level comparable to the rental of brownfield sites in related industries for an initial period of five to 10 years as a transitional period for them to adapt to the market rental level.

 

Under the two-envelope approach, tenderers have to submit respective envelopes containing the non-premium proposals and premium proposals.

 

Drawn up with due regard to the Stores & Procurement Regulations, the tendering arrangements include a weighting of 70% being given to the assessment of the non-premium aspect and 30% to the premium for holistic consideration by the Government.

 

Only submissions that comply with the requirements of both the non-premium and premium aspects as specified in the tender documents may be considered for award.

 

The assessment criteria of the non-premium proposal comprise two major areas. One of them is related to the development of industries, including how the MSB could promote development of industries through pro-innovation proposals.

 

The other is for the gross floor area to accommodate displaced brownfield operations. A tenderer, for instance, will be awarded higher marks if more than 30% gross floor area is offered, or a shorter timeframe is committed to completing the entire development to accommodate brownfield operations as early as possible.

 

The tenderers have to submit premium proposals with regard to the value of the lot in accordance with the requirements in the tender documents. Detailed assessment criteria and relevant considerations will be set out in the tender documents.

 

Land sale documents for the lot such as explanatory and information statements, tender notice, conditions of sale and the sale plans will be available at the Lands Department website from March 15.

 

The sale plan can be purchased at the Lands Department's Survey & Mapping Office, 6/F, North Point Government Offices, 333 Java Road, from March 15 until the close of the tender.
