Govt strongly condemns Hui Chi-fung

March 4, 2024

The Hong Kong Special Administrative Region Government today issued a condemnation of absconder Hui Chi-fung for intimidating the Hong Kong Special Administrative Region’s judicial officers and government officials.

In a statement, the Hong Kong SAR Government said Hui blatantly requested foreign countries impose “sanctions” on the city’s judges and judicial officers, prosecutors, law enforcement officers and other public officers, and appealed to the public to carry out doxxing against them.

The statement outlined that Hui attempted to collude with a foreign country or with external elements and called for “sanctions” and doxxing against Hong Kong SAR officials in an attempt to intimidate them, thereby interfering with the city’s judicial proceedings, obstructing the Hong Kong SAR Government from fulfilling its duties and undermining the city’s rule of law.

The Hong Kong SAR Government strongly condemned Hui’s political grandstanding, which it said was rife with ill intentions and could be seen through by all.

It added that Hui’s actions could amount to perverting the course of public justice, and may also constitute an offence of collusion with a foreign country or with external elements to endanger national security under Article 29 of the Hong Kong National Security Law.

The statement stressed that Hui’s acts demonstrate the need for the Hong Kong SAR Government to protect persons involved in handling cases or work concerning national security, and their family members, from doxxing or harassment. It highlighted that such protections have been included for consideration in the Basic Law Article 23 legislative proposal.

The Hong Kong SAR Government also stated that Hui had shown no intention to face law enforcement and judicial procedures in relation to his suspected illegal acts, and had lied to the court for approval to leave Hong Kong, showing that he is completely devoid of integrity.

The Hong Kong SAR Government said it is outrageous that Hui continues to engage in acts and activities endangering national security after absconding overseas.

It stressed that Hui is currently a wanted person and the subject of a Police reward notice on suspicion of committing the offences of incitement to secession, incitement to subversion and collusion with a foreign country or with external elements to endanger national security under the Hong Kong National Security Law. It added that Hui should not have any delusions that he can evade his legal liabilities by absconding from Hong Kong.

The Hong Kong SAR Government emphasised that it does not condone any criminal acts, and will uphold the principle that “laws are observed so as to bring offenders to account” by adopting all practical measures to bring to justice those who endanger national security and abscond overseas.

People providing pecuniary assistance for Hui to remain overseas and conduct activities endangering national security must also face criminal liabilities, the Hong Kong SAR Government added.
