President of Peking University’s Institute of International & Strategic Studies Prof Yu Tiejun delivered a lecture titled “International Strategy & National Defence Policy” at the Civil Service College today.

The lecture is part of a programme on “one country, two systems” and contemporary China organised by the college in collaboration with the university’s Institute for Hong Kong & Macau Studies.

Addressing attendees, Secretary for the Civil Service Ingrid Yeung said Hong Kong plays a critical role in the country’s international strategy and bears a significant responsibility in safeguarding national security.

She added that together with the National Security Law the Basic Law Article 23 legislation, due to be completed this year, will provide a robust defence of national security.

She outlined that this will further strengthen the foundation for the steadfast implementation of “one country, two systems”, ensuring that Hong Kong continues to thrive as an attractive and competitive international city.

“As the backbone of the Hong Kong Special Administrative Region Government, civil servants must actively support the Hong Kong SAR Government in fulfilling its constitutional duty, improving the legal system and enforcement mechanisms for safeguarding national security, so as to safeguard national sovereignty, security, and development interests in the face of a complex global environment.”

Around 70 participants attended the lecture, while about 100 politically appointed officials and other directorate officers joined via video conferencing.
