Temporary ID card office to open

October 30, 2023

A new temporary Registration of Persons (ROP) office in Kwun Tong will start operation on November 1 to process three types of identity card applications, the Immigration Department announced today.

The temporary office will handle replacement of new smart ID cards for people still holding the old smart ID card after the Territory-wide ID Card Replacement Exercise ended; juvenile or adult ID cards for those already holding ID cards reaching 11 or 18 years of age; and permanent ID cards for people holding Hong Kong ID cards with their eligibility for permanent ID card verified.

The temporary office located at Office 1, 2/F, Manulife Financial Centre will be for registration services, while collection services will be at Office 1B, 3/F, Manulife Financial Centre, Tower A, 223-231 Wai Yip Street, Kwun Tong.

Both will be open from 8am to 10pm, Mondays to Saturdays and closed on Sundays and public holidays. Appointments can be made from tomorrow.

The department added that its four designated ROP Offices - the Hong Kong Office, Kowloon Office, Kwun Tong Office and Tuen Mun Office - will continue to extend their service hours to 10pm, while their scope of services will change from November 1.

During normal service hours, the four offices will focus on handling applications for first registration of ID cards, including ID card applications from people reaching 11 or 18 years of age who have never registered for an ID card as well as new arrivals. They will also process ID card replacements due to loss, destruction, damage or defacement and amendment of registered particulars on ID cards.

The identity card applications to be processed during the extended service hours will be the same as the temporary Kwun Tong office.

The working hours and scope of services for the Fo Tan Office and Yuen Long Office remain unchanged.

ID card service appointments booked today or earlier will not be affected by the service adjustment and residents can go to the relevant ROP office according to the scheduled date and time.

Residents may scan the QR code to download the department’s mobile app or make an appointment online for an ID card application at any ROP office.
