Secretary for the Civil Service Ingrid Yeung addresses attendees of the Civil Service College lecture.

The Civil Service College today organised a lecture for senior officers on the topic of “The Chinese Constitutional System: the Country’s Authority Structure”.

Delivered by Peking University’s Institute for Hong Kong & Macau Studies Director Prof Chen Duanhong, the lecture forms part of an in-depth programme on “one country, two systems” and contemporary China launched by the college in collaboration with the institute.

Addressing attendees, Secretary for the Civil Service Ingrid Yeung said the path of socialism with Chinese characteristics and the national system were established by the Constitution of the People’s Republic of China.

She iterated that in order to be familiar with the national system, the civil service must have a correct understanding of the constitution. They must also accurately comprehend and safeguard the constitutional order of the Hong Kong Special Administrative Region established under the constitution and the Basic Law, she added.

Senior civil servants should seize the opportunity to study the constitution of the country, so as to fully, faithfully and resolutely implement the principle of “one country, two systems”, Mrs Leung said.

Around 70 participants attended the programme in person, while around 100 politically appointed officials and other directorate officers joined via video conferencing.
