Govt primary schools to merge

August 22, 2023

Starting from the 2024-25 school year, North Point Government Primary School (Cloud View Road) (NPGPSCVR) in Wan Chai District will merge with North Point Government Primary School (NPGPS) in Eastern District, the Education Bureau announced today.

NPGPSCVR will cease operation from the 2026-27 school year.

The decision for the merger was made in view of the structural decline in the school-age population of primary schools in Hong Kong as a whole, and the continuous drop in demand for primary school places in Wan Chai District, the bureau explained.

Factors including education policies, changes in school-age population, demand and supply of school places, overall development needs of government schools and utilisation of government resources were considered before the bureau arrived at the conclusion.

As NPGPSCVR was the former NPGPS (PM), it shares the same origin and similar backgrounds with NPGPS, the bureau further elaborated, noting that the merger would enable teachers and students to reunite and extend the school history.

It added that the merger will bring about resource integration and leveraging of advantages, allowing students to gain a better learning environment and richer learning experience.

At the same time, it will alleviate the situation of the excessive supply of school places in Wan Chai District.

From the 2024-25 school year, NPGPSCVR will not participate in the Primary One Admission System and cease operating Primary 1 to Primary 4 classes.

Students studying Primary 4 to Primary 6 at NPGPSCVR in the 2023-24 school year will complete their senior primary education in the school’s original premises, while Primary 1 to Primary 3 students will be transferred to NPGPS in the 2024-25 school year to continue their studies.

The bureau made it clear that it will render assistance to parents who wish to transfer their children to other public sector schools in Wan Chai District.

Additionally, from the 2023-24 school year, the two schools will strengthen co-operation through organising exchange activities for teachers and students, in order to enhance integration and achieve synergy.

The bureau said that it will keep in view the schools’ actual needs and situations in the coming years and provide necessary resources and support to help them cater for students’ learning and development.
