Plans tailor-made to attract talent

December 7, 2022

The Government has formulated different admission schemes to attract Mainland and overseas talent of different backgrounds and professions to come to Hong Kong, with corresponding recruitment strategies to be drawn up for this purpose.

Secretary for Labour & Welfare Chris Sun made the statement in reply to questions from legislator Hoey Simon Lee in the Legislative Council today, adding that the 2022 Policy Address has announced a package of initiatives to proactively search for talent from around the world.

He noted that the Admission Scheme for Mainland Talents & Professionals was streamlined and the Immigration Arrangements for Non-local Graduates was extended to graduates from campuses of Hong Kong universities in the Guangdong-Hong Kong-Macao Greater Bay Area and these moves are specifically designated for Mainland talent.

The soon-to-be-established Talents Service Unit will formulate strategies to recruit talent from the Mainland and overseas while the Government’s Mainland Offices and overseas Economic & Trade Offices will set up its Dedicated Teams for Attracting Businesses & Talents to proactively engage talent, Mr Sun said.

In addition to the usual offline publicity and promotion campaigns, the Government will make the best use of online platforms, social media and electronic messaging systems commonly used by overseas and Mainland individuals to reach out to target groups in regions without Hong Kong offices, he added.

“We will send targeted messages to these groups according to their background and experience to introduce development opportunities in Hong Kong, details of admission schemes and support services, etc.

“Our engagement strategy is to customise the messages as far as possible, and the tone and manner of such messages should be tailored to match the habits of platform users and cater for the interests of different talent groups.”

The labour chief said that dedicated accounts will be set up to prepare for subsequent work and talent user groups will be connected on different platforms to expand the official network and facilitate the implementation work.
