$5k voucher to be disbursed in Aug

Financial Secretary Paul Chan announced today that the $5,000 consumption voucher under phase two of the 2022 Consumption Voucher Scheme (CVS) will be disbursed in instalments from August 7.

 

Announcing details of phase two at a press conference this afternoon, Mr Chan said in addition to Octopus, AlipayHK, Tap & Go and WeChat Pay HK, eligible people may receive their electronic consumption vouchers via BoC Pay and PayMe from HSBC under this phase of the CVS.

 

People may opt for a different stored value facility to the one selected in the previous phase by registering online from June 23 to July 23. Those who are newly eligible to the scheme may also register online during the same period.

 

Citizens who would like to continue using the previously selected stored value facility do not need to register again or complete other procedures.

 

The eligibility criteria has also been updated in this phase of the scheme. Previously, a registrant had to be aged 18 or above and a Hong Kong permanent resident. Under this phase, those who fulfil the criteria of being a Hong Kong permanent resident will be eligible to collect a voucher worth half the amount.

 

Mr Chan said the Government estimates that about 300,000 to 350,000 people will benefit from the relaxed eligibility criteria.

 

“The total expenditure would be around $1.5 billion to $1.7 billion, which is, from a financial standpoint, affordable.

 

“The idea of the Consumption Voucher Scheme is to try to stimulate economic activities. This is an initiative welcomed by the general public.

 

“So we do think that given the affordability, given the overriding objective of stimulating the economy, it would be good to include additional beneficiaries so that we can share the joy of spending the consumption vouchers together.”

 

Those who have permanently departed from Hong Kong or have such an intention will not be eligible for the consumption vouchers.

 

The Government will consider whether the person has been continuously absent from Hong Kong during the period of June 18, 2019 to June 22 this year due to some specified reasons such as studying or working outside the city.

 

A person who has submitted any valid claim requests for withdrawal of his/her Mandatory Provident Fund (MPF) or benefits under MPF exempted Occupational Retirement Schemes before reaching age 65 on the grounds of permanent departure from Hong Kong may also not be eligible for collecting the voucher.

 

As regards the disbursement timeline, vouchers collected via Octopus will be disbursed by three instalments. People may start to collect the $2,000 voucher on August 7 and October 1 by tapping the card on these two days. If a person's cumulative total eligible spending has reached $4,000 between November and March the next year, the final $1,000 voucher will be disbursed on the 16th day of the following month.

 

Those using AlipayHK, Tap & Go, WeChat Pay HK, BoC Pay or PayMe from HSBC will receive the first $2,000 voucher on August 7 and the remaining $3,000 voucher on October 1, both with an expiry date of February 28, 2023.
