10 DC oaths confirmed invalid

September 29, 2021

The Government today announced that the oaths taken by 10 District Council members on September 24 were invalid.

The oath-taking ceremony covered members of the Yau Tsim Mong, Sham Shui Po, Kowloon City, Wong Tai Sin and Kwun Tong district councils.

The oath administrator, Secretary for Home Affairs Caspar Tsui, determined the oaths taken by 45 of the 55 people were valid, but had questions about the validity of the 10 remaining oaths.

After considering the written replies from these 10 people and all relevant information, their oaths taken were confirmed invalid.

The decision is based on the principles laid down by the interpretation of Article 104 of the Basic Law by the Standing Committee of the National People's Congress and the relevant legal provisions.

The Government will hold the third oath-taking ceremony covering members from the North District, Tai Po, Sai Kung and the Sha Tin district councils at North Point Community Hall on October 4.

The oath-taking will be administered by Mr Tsui as the oath administrator authorised by the Chief Executive.
