Kowloon DC members to take oaths

The Government today announced that it will hold the second oath-taking ceremony for district councillors on Friday.

 

Secretary for Home Affairs Caspar Tsui, the oath administrator, has issued invitations to all serving Kowloon district council members to attend the ceremony at North Point Community Hall.

 

The upcoming oath-taking will cover members of the Yau Tsim Mong, Sham Shui Po, Kowloon City, Wong Tai Sin, Kwun Tong and Kwun Tong district councils.

 

Under the Public Offices (Candidacy & Taking Up Offices) (Miscellaneous Amendments) Ordinance 2021, district councillors have to take oaths to uphold the Basic Law and bear allegiance to the Hong Kong Special Administrative Region.

 

According to the Interpretation of Article 104 of the Basic Law by the Standing Committee of the National People's Congress, the person administering the oath has the duty to ensure that it is taken in a lawful manner.

 

The administrator shall determine that an oath taken in compliance with the interpretation and requirements under the laws of Hong Kong is valid, while an oath not taken in compliance with the interpretation and the law requirements is invalid.

 

If the oath taken is determined as invalid, no arrangement shall be made for retaking it.

 

The Government will publish the list of district council members whose oaths are determined as valid after the ceremony is held. As for members whose oath validity is questioned, the oath administrator will follow up in accordance with the relevant legislation.
