2nd Constitution seminar held
Around 480 directorate and senior rank civil servants took part in a Civil Service Bureau seminar on the topic of the implementation of “one country, two systems” and the Basic Law today.
The bureau is running a series of seminars for directorate and senior civil servants under the theme of Understanding the Constitutional Order & Safeguarding National Security and the second seminar took place today at the Central Government Offices.
National People’s Congress Standing Committee Hong Kong Special Administrative Region Basic Law Committee Vice-Chairperson Maria Tam as well as committee member Johnny Mok delivered talks.
Addressing the seminar, Secretary for the Civil Service Patrick Nip said the civil service is the Hong Kong SAR Government’s backbone, shouldering the responsibilities of thoroughly implementing “one country, two systems” and supporting the Hong Kong SAR Government in administering Hong Kong. It is of utmost importance for civil servants to understand accurately the constitutional order established under the country’s Constitution and the Basic Law.
He pointed out that with the country’s development moving ahead in the new era and the implementation of “one country, two systems” turning a new chapter, civil servants must enhance their knowledge and have an accurate understanding of the core essence of “one country, two systems”.
This is to support the Hong Kong SAR Government in fully implementing the principle of “patriots administering Hong Kong” and ensuring the steadfast and successful implementation of “one country, two systems”, Mr Nip added.
The third seminar of the series will be held in September, covering the theme of safeguarding national security and National Security Law.
