Compulsory testing notice enforced

December 24, 2020

The Government today announced that relevant departments will conduct enforcement action on the compulsory testing notice at Ming Yan Lau of Jat Min Chuen in Sha Tin today.

The enforcement action will be taken by the Sha Tin District Office, together with Tin Sum Police Station, the Auxiliary Medical Service, the Housing Society and related departments.

Starting from 6am, residents entering and leaving Ming Yan Lau must provide the SMS notification or related certification containing the test results of the COVID-19 tests arranged by the Government to show that they participated in such tests from December 17 to 21 as required in the compulsory testing notice issued earlier.

The Government will also arrange staff, together with those from the Housing Society, to visit each household of Ming Yan Lau to check if all the residents have already undergone testing.

Those who cannot provide the SMS notification or related certification of the test result breach the compulsory testing notice and are liable to a fine of $5,000. Such individuals would receive a compulsory testing order requiring them to undergo testing within a specified period. If they fail to comply with the order, they will be liable to a fine of $25,000 and imprisonment for six months.

The Government said that since the compulsory testing notices were issued, members of the public have generally been compliant. Taking this fact into account, it will first issue verbal warnings during the enforcement operation today and allow the residents to undergo immediate testing at the mobile testing station near Ming Yan Lau.

Before the testing results are available, residents must stay at home to reduce the risk of community infection.

The Government appealed to people who had visited Ming Yan Lau for more than two hours during the period specified in the compulsory testing notice to undergo testing at the mobile testing station as soon as possible.
