The Government is adopting a dual-track strategy in procuring COVID-19 vaccines to safeguard the health of Hong Kong people, Chief Executive Carrie Lam said today.

Speaking to reporters before an Executive Council meeting this morning, Mrs Lam said the Government is delighted to learn about the positive news from the World Health Organization and research institutions about the development of COVID-19 vaccines.

She said: “First, we have joined the international arrangement - COVAX (COVID-19 vaccine Global Access) Facility.

“Second, we have been discussing, negotiating and signing advance purchase agreements with some of these research companies and drug production companies.”

Mrs Lam noted that the Government is financially capable of purchasing the vaccines.

“We have got the money from the Legislative Council Finance Committee some time ago, we have enough money to procure vaccines to safeguard the health of Hong Kong people.”

The Chief Executive added that the central government will offer assistance if needed.

“Some of the vaccines are being developed in the Mainland and I have also spoken with the Central People's Government - we will be on our own to procure vaccines but if needed, the central government will also lend us a helping hand in the supply of vaccines.”
