6 funded courses suspended

January 24, 2020

The Labour & Welfare Bureau today announced that all six reimbursable courses offered by the Hong Kong School of Commerce have been suspended from registration under the Continuing Education Fund (CEF) with immediate effect.

The six courses include Professional Diploma in Accounting, Higher Group Diploma in International Accounting, Advanced Diploma in Accounting Studies, Diploma in International Accounting, Diploma in Workplace English and Professional Diploma in Logistics & Supply Chain Management.

The bureau explained that the decision was made on the grounds that a person who acts as the responsible person and course director of the CEF courses of the course provider has recently been involved in a criminal case. The person was charged by the Independent Commission Against Corruption with conspiracy to defraud.

The bureau said the school must promptly inform all affected course participants.

If the courses have not yet commenced on or prior to the date of suspension, the course provider must refund in full all course fees and related payments to course participants within one month after the suspension date.

The school must continue to run the CEF courses that commenced prior to the date of suspension until completion.

On or after the suspension date, the course provider must not accept new enrolment applications or promote the concerned courses as being CEF reimbursable.

No subsidy will be paid out of the CEF to participants enrolling in these courses on or after the suspension date.

The bureau said the Office of the Continuing Education Fund will continue to closely monitor CEF courses furnished by course providers.

Apart from authenticating learners' attendance records, assessment results and reimbursement claims, the office also conducts surprise visits to ensure conditions of approval are fully complied with.
