Director of Marine Roger Tupper reminds vessel owners and crews to take adequate safety precautions and have contingency measures in place for every voyage.
Speaking at the Navigational Safety Seminar at the Space Museum today, Mr Tupper said while there has been a general downward trend in marine accidents, serious or even fatal incidents continue to occur in Hong Kong waters. Most are attributed to inadequate safety preparations and contingency measures.
Safety tips
He said it is important before setting sail to:
* verify the seaworthiness of the vessel, engines and equipment;
* have a properly qualified and trained crew;
* be aware of the latest weather reports, especially fog and strong-wind warnings; and,
* have good communication with port control and emergency services.
"Once at sea keep a good lookout and safe speed, and fully comply with the Collision Regulations. Maintain good observation of other craft and water activities, and assist other vessels immediately if seen in difficulty, and respond to any distress calls," Mr Tupper said.
About 150 representatives from the fishing and shipping industries, as well as masters and operators of local and river-trade vessels attended the seminar, along with other government officials.
