Express service company owner Lo Chi-ming has been fined $13,000 at Kwun Tong Magistracy for failing to take out an insurance policy for an employee as required by the Employees' Compensation Ordinance.

Lo employed a courier for his company in June last year. On January 19 the courier was seriously injured in a traffic accident while working and later died.

On January 25 the defendant told the Labour Department that the insurance policy covering the courier expired on the day of the accident.
