The Labour Department is investigating the San Po Kong scaffolding accident which killed two workers, Permanent Secretary for Economic Development & Labour Matthew Cheung says.

After meeting the victims' families today, Mr Cheung said the Government attached great importance to the tragedy. He said the department has difficulty prosecuting contractors of unsafe small-scale works as they do not need to report works which last less than six weeks or involve less than 10 workers.

However, Mr Cheung pledged to step up the department's inspection and enforcement action against industrial and construction sites ignoring safety laws.
