Framework set to upgrade workforce quality

A seven-level qualification framework will be set up and its associated quality assurance mechanism will be implemented on a gradual basis in the coming years, Secretary for Education & Manpower Professor Arthur Li says.

 

The framework is a hierarchy of qualifications. It provides useful information on qualification standards and offers pathways between qualifications so learners can understand how to reach their destination.

 

It will help employers in staff recruitment and promotion, and employees will benefit through wider recognition of the qualifications they possess. At the same time, training should become more relevant to industry needs.

 

Stakeholders support introduction of framework

Professor Li said: "Following extensive public consultation, it has become obvious there is general support amongst stakeholders for the introduction of a qualifications framework and recognition of the benefits it would bring to Hong Kong.

 

"In the long run, the framework should lead to a vibrant, responsive and efficient education and training market providing more choice to learners. It will help upgrade the quality of our workforce.

 

"The emergence of diverse progression pathways will provide more career choices for our youth. This should help maximise individuals' potential and capability, which will collectively help reduce mismatches between manpower requirement and supply."

 

The qualifications framework is intended to cover all qualifications, including professional qualifications, at levels equivalent to Secondary Three and above, in the academic, vocational and continuing education sectors.

 

Framework not a mandatory system

It will not be a mandatory system. Qualifications can remain outside the framework but these will not be allowed to use the qualifications framework brand.

 

The HK Council for Academic Accreditation will be entrusted with overseeing quality assurance of qualifications on the framework.

 

The council's current mode of operation will be modified to enable it to take on responsibilities for a wider clientele and a more diverse range of courses.

 

7 Industry Training Advisory Committees to be set up

To ensure the relevance of qualifications and related training in the vocational sector, the Education & Manpower Bureau plans to set up Industry Training Advisory Committees in different industry sectors. The Government aims to set up seven this year.

 

Professor Li called on employers and employees of respective industry sectors to actively participate in their work.
