Secretary for the Civil Service Joseph Wong highlighted in a letter to all civil servants that the civil service is the cornerstone of Hong Kong's stability.
He said members of the civil service have demonstrated consistently their competence in and dedication to serving the community, irrespective of changes in the political structure of the Government or reshuffles of top officials.
Mr Wong also noted that the civil service plays a major role, and it is important to maintain its stability and provide quality public service in times of difficulties.
The outstanding performance in combating SARS and in handling the tragic traffic accident on Tuen Mun Road this month bear ample testimony of the fact that Hong Kong people can look to the civil service in times of crisis for the faithful discharge of its duty to protect their lives. This gives the public reassurance and sense of security.
He noted that during the outbreak of SARS in March, colleagues performed their duties conscientiously and did their utmost to protect the health of fellow citizens.
Some colleagues even gave up their lives in the cause, he said, noting this willingness to risk one's life reflects the civil service's dedication and commitment to serving the community.
"Colleagues have met crises without fear and remained dedicated to serving the community. This has won high regard and trust from the people we serve. I am really proud of you all. I hope you will keep up your fine tradition of serving the community unswervingly and help relaunch Hong Kong after our victory over SARS," he said.
The bureau has distributed more than 14,000 certificates of appreciation to bureaux and departments to thank those colleagues who have contributed towards the fight against SARS.
