Quality living: Government aims to develop a culture, arts, sports and youth network in the Pearl River Delta.

Hong Kong's quality of life will be enriched through a variety of Government policies and programmes. Among these, education ranks the highest.

As Asia's world city, Hong Kong will create an environment that fosters innovative thinking, mutual respect and team spirit. The Government hopes citizens can cultivate their artistic interests and personal tastes for their spiritual enhancement and cultural enrichment.

New policy initiatives include:

* Facilitating the development of creative industries and enhancing efforts to assist the local community economy.

* Initiating new partnerships with the sports sector and the community.

* Formulating a comprehensive development package for an integrated arts, cultural and entertainment district in West Kowloon.

* Improving language education and the language proficiency of the population.

* Developing a culture, arts, sports and youth network in the Pearl River Delta.

* Developing a comprehensive approach to heritage preservation.

* Rationalising and simplifying the teaching grade structure of public sector schools.
