Using the automated channels, enrolled passengers only need to queue up and present their identity documents once to complete immigration clearance procedures for both Hong Kong and Shenzhen.

Starting from today, Hong Kong residents aged seven or above who fulfil the following criteria can enrol for the service.

Individuals who have registered for the Mainland’s e-Channel and hold a Hong Kong permanent identity card paired with a Mainland Travel Permit for Hong Kong & Macao Residents (Home Visit Permit) or a Mainland Travel Permit for Hong Kong and Macao Residents (Non-Chinese Citizens) are eligible.

Individuals holding a Hong Kong identity card and a Home Visit Permit who have registered for the Mainland’s e-Channel are also eligible. Finally, individuals holding a Hong Kong identity card and an “Exit-Entry Permit for Travelling to and from Hong Kong and Macao” with a valid endorsement for travelling to Hong Kong can enrol.

Eligible Hong Kong residents aged 18 or above can use a smartphone with biometric authentication technology to download the department’s “HK e-Channel” mobile application, select “Collaborative Inspection”, authenticate their identity via “iAM Smart”, and follow the instructions to complete enrolment for the service. For eligible Hong Kong residents aged seven to 17, parents or legal guardians must complete the enrolment procedures on their behalf using the “HK e-Channel” mobile application.

In addition, all eligible Hong Kong residents can proceed to the e-Channel enrolment offices or self-service kiosks at the Huanggang Port for on-site enrolment. Eligible Hong Kong residents aged 18 or above can also enrol and complete the immigration clearance procedures for both regions simultaneously at the “collaborative inspection” automated channels.

Mainland visitors holding an “Exit-Entry Permit for Travelling to and from Hong Kong & Macao” with a valid endorsement for travelling to Hong Kong can also proceed to the e-Channel enrolment offices at the Huanggang Port for on-site enrolment. Eligible Mainland visitors aged 18 or above can enrol and complete the immigration clearance procedures for both regions simultaneously at the “collaborative inspection” automated channels.

When enrolling for the “collaborative inspection” automated channel service, eligible Hong Kong residents and Mainland visitors aged 14 or over can opt for the “Face Scan” clearance service, which removes the need to present identity documents.

With daily inbound and outbound passenger trips projected to reach at least 100,000 during the initial stage of operation, Assistant Director of Immigration (Control) Jackie Wong said that sufficient manpower would be deployed to guide passengers through the enrolment steps. “The whole registration process over the automated e-channel is very quick. I think it takes a few seconds to complete the whole process,” he added.

The department also reminds passengers they are still required to carry their valid travel documents conforming to the immigration requirements of both regions when using the new channels to travel between Hong Kong and the Mainland. Furthermore, passengers can also choose to use the traditional manual counters for immigration clearance.

Regarding vehicle clearance, the Customs & Excise Department stated that under the new clearance mode, departing vehicles will undergo customs risk assessment before entering the “joint one-stop” vehicle lanes.

These lanes feature a new three-gate design and are equipped with “integrated information collection devices”. The systems simultaneously conduct body temperature checks, scan travel document data, and collect biometric features.

Drivers only need to present one identity document to complete the “five-party inspection” and secure a one-stop release. The department estimates daily cross-boundary traffic will reach 8,000 vehicle trips.

Assistant Commissioner of Customs & Excise (Boundary & Ports) Chiang Yi-lee said that Hong Kong Customs will adopt a multi-pronged approach to tackle the expected increased traffic flow. “We will flexibly deploy our manpower and we will also closely monitor the ground situation in case there are some urgent or unexpected situations,” she said.

<objectId>20261006_154247_059</objectId>
Police warn of fake ‘eTraffic’ sites

The Police Force has alerted the public to fraudulent websites purporting to be its “eTraffic Ticket Platform”.

The websites falsely claim that discounts are available for early fine payment, in an attempt to deceive citizens into providing their credit card details and personal information.

The genuine web address of the Police Force’s “eTraffic Ticket Platform” is https://www.etrafficticket.gov.hk. The operation was conducted in collaboration with Police.

The captured dogs have been transferred to the AFCD's Animal Management Centre for detention and observation. Among the animals, three were found to be implanted with microchips, though their licences had expired.

Following an initial investigation, the AFCD has instituted a prosecution against the registered keeper of one dog for failing to hold a valid licence and failing to keep the animal under proper control in a public place. The AFCD highlighted that it is making every effort to investigate the remaining cases and is co-operating with Police to help establish the facts of the incident.

Separately, a frontline AFCD staff member sustained a dog bite to the hand while performing duties on September 23. His condition remains stable after treatment, and he is currently under observation in hospital.

Regarding the handling of unattended dogs, the AFCD noted it will continue to arrange targeted capture and enforcement operations at locations with serious stray problems using a risk-based approach.

The AFCD also solemnly clarified that rumours alleging it engages in "convenience culling" or euthanises animals fours days after intake are untrue. It pointed out that the statutory four-day period is simply the timeframe required by law for the AFCD to make enquiries and locate keepers.

Following any capture, staff check whether the dogs are microchipped and licensed to contact keepers and cross-reference lost-and-found records. If a keeper cannot be traced, staff and veterinary officers at the Animal Management Centres will continue to patiently observe the animals.

To prevent public safety risks, the AFCD emphasised that it will not release dogs back into the community, stressing that sterilisation alone cannot eliminate the risks associated with unowned and uncontrolled dogs in a high-density urban environment.

Instead, the AFCD manages stray animals using a multi-pronged approach in line with international standards set by the World Organisation for Animal Health. This strategy includes collaborating with animal welfare organisations to promote sterilisation and adoption, alongside continuous public education on responsible pet ownership.

<objectId>20260924_165150_645</objectId>
Inter-departmental drill conducted

In preparation for the 94th INTERPOL General Assembly, due to be held in Hong Kong in late November, the Hong Kong Police Force, in collaboration with other government departments and relevant organisations, last night conducted a comprehensive inter-departmental exercise at the Convention & Exhibition Centre, Victoria Harbour and the West Kowloon area.

The exercise featured on-site rehearsals of the assembly's opening and closing ceremonies, with drills covering a wide range of arrangements.

These included security and traffic co-ordination for VIPs; simulated crowd flow management for approximately 1,000 delegates, including their movement between the main and secondary venues; venue command centre operations; and stress tests of the wireless network.

Through the exercise, the force aimed to ensure that all aspects of the General Assembly are seamlessly coordinated, and staged in a safe and orderly manner, demonstrating Hong Kong's capabilities in hosting major international events.

The exercise also simulated a suspected biochemical terrorist attack in which an unattended backpack suddenly released an unknown gas during a cocktail reception, causing a number of people to feel unwell.

Concurrently, other emergencies were staged near the venue, prompting various departments and organisations to swiftly activate their emergency response mechanisms.

The exercise tested the co-ordination of relevant stakeholders in key operational facets, including immediate tactical interventions, emergency response, decontamination and triage of casualties, and the handling of suspicious objects and affected people.

By refining contingency protocols, the exercise further strengthened inter-departmental counter-terrorism preparedness and incident response capabilities.

The exercise mobilised about 3,000 personnel from various government departments and relevant organisations, including the force, the Fire Services Department, the Hospital Authority and the West Kowloon Cultural District Authority.

Secretary for Security Tang Ping-keung and Commissioner of Police Chow Yat-ming observed the exercise on-site.
