The Transport & Housing Bureau will start franchise renewal negotiations with three bus companies in the fourth quarter.
The franchises of Long Win Bus and Citybus for their airport and North Lantau network will expire on May 1, 2013.
New World First Bus' franchise will expire on July 1 that year.
The three companies have indicated an interest to renew their franchises for another decade.
The Government will update the terms and requirements, and ask the bus companies to enhance service levels.
People can offer views on the requirements by September 30. The Government will also invite views from District Councils.
