CE calls for unity, trust

Chief Executive Donald Tsang has called for unity, trust and faith from the public, saying Hong Kong has built a strong foundation to face future challenges.
He made the appeal today during his 2011-12 Policy Address question-and-answer session at the Legislative Council.
Comparing Hong Kong to a boat at sea, he said the city can ride out storms until fair weather prevails again, emphasising the Government has always adhered to strict discipline in controlling spending and keeping enough reserves for hard times.
“Around the world, economies are heading downhill. People have divergent views on the distribution of public resources and there are even social divisions. Governments around the world are facing new challenges such as public discontentment and political instability.
“The Hong Kong Government has always adhered to strict discipline in controlling spending and saving enough reserves for rainy days. Hong Kong is among the few Asian economies that has received a triple-A credit rating. When the storm is raging out there, it is crucial for the people to be united and to trust each other. We have built a strong enough foundation to face any kinds of challenges. The most important thing is to have faith in ourselves.”
When asked how to narrow the wealth gap, Mr Tsang said it is a difficult issue, and the Government is helping the grassroots through the social security system, various livelihood measures and the Community Care Fund.
He urged the grassroots to better equip themselves through education, adding the Government will maintain expenditure on education and training.
On the $2 transport concession for the elderly and disabled, Mr Tsang said the Government will liaise with transport operators to have the discount implemented as soon as possible.
