Expected to be shelved due to filibustering, pan-democratic legislators have tried to rescue the bill by proposing "limited fair use".
Mr So told reporters today he was the first person to table the idea, but it could not gain consensus from copyright owners and netizens.
"The balance that we have achieved in the current bill, it is really the best package that we could embody in this bill. And I think this bill should therefore be passed as soon as possible to update our copyright law."
