National plan:  Central Policy Unit Head Professor Lau Siu-kai speaks after the Commission on Strategic Development meeting.

More integration publicity mooted

May 12, 2011
Central Policy Unit Head Professor Lau Siu-kai says the Government may consider launching public engagement exercises to help Hong Kong people understand the need to enhance the city’s economic co-operation with the Mainland.

Speaking to reporters after a meeting of the Commission on Strategic Development on Hong Kong’s work direction in complementing the National 12th Five-year Plan today, Mr Lau said commission members generally welcomed the measures outlined in the national plan because they highlight the city’s importance to China.

Members discussed the Government’s role in Hong Kong’s economic development, particularly in helping its industries and people gain access to the Mainland market.

Noting Hong Kong is actively participating in the nation’s development and the country is willing to open its market to the city, Mr Lau said the development provides opportunities for Hong Kong industries to grow.

“But at the same time, not everyone will benefit from Hong Kong-China economic integration and some people will see themselves as losers in the process, particularly young people and the grassroots.”

Some commission members suggested the Government launch public engagement exercises enabling Hong Kong people to know the city needs to further its co-operation with the Mainland to facilitate its development.

“But at the same time, the Government should come up with some measures to alleviate the anxiety among youngsters and the grassroots, and help those who cannot benefit from Hong Kong-Mainland economic integration.”
