The Highways Department is responsible for planning, design, construction and maintenance of the public road system. It is also responsible for planning and facilitating the implementation of the railway networks.
Environmental Protection Department
The Environmental Protection Department formulates policies and plans on environmental protection, energy, conservation and the promotion of sustainable development. It also raises community awareness of and promotes public support for related issues.
Secretary for the Environment Edward Yau says the Government will promote the use of eco-paving blocks made from recycled waste glass containers in view of their satisfactory performance in trials.
He told legislators today the locally produced blocks have been used in public works projects to test their performance.
To promote local recovery of waste-glass containers, the Hong Kong Hotels Association, with the support of the Environmental Protection Department, launched the Glass Container Recycling Programme in November 2008 to encourage the trade to reduce waste disposal and deliver waste glass to local manufacturers of concrete paving blocks.
To further promote the recovery of waste-glass containers, the Highways Department now stipulates in its public road maintenance contracts priority should be given to eco-paving blocks containing recycled glass content for paving concrete block pavements.
Mr Yau said there are two block manufacturers using the recycled glass containers collected in Hong Kong and the Government will continue to expand recycling outlets for waste glass.
