Basic Law states constitutional status
(September 17, 2015)
The question of constitutional status and powers of the HKSAR Government machinery is clearly stipulated in the Basic Law.Secretary for Constitutional & Mainland Affairs Raymond Tam made the comment today in response to media questions about recent remarks by Director of the Central People's Government Liaison Office in Hong Kong Zhang Xiaoming on separation of powers for the Chief Executive.
Mr Tam said it is essential to go back to the Basic Law and look at its explicit provisions as far as the constitutional status, constitutional roles and powers of the Chief Executive, as well as the executive authorities, the legislature and judiciary are concerned.
