Beijing authorises HK powers: CE

Chief Executive CY Leung says, as the Central Government appoints the Chief Executive, and the principal officials that the Chief Executive nominates, the Chief Executive is the channel of all powers Beijing authorises.Mr Leung made these remarks before leaving for Jakarta this morning, adding that because Hong Kong is a Special Administrative Region, all its powers are authorised by the Central Government.
Mr Leung noted that the Basic Law clearly stipulates that the Chief Executive not only heads the SAR Government, but also the SAR, and that all of Hong Kong's powers and its high degree of autonomy come from the Central Government and through the Chief Executive it appoints.
Regarding his duty visit to Indonesia, Mr Leung said he will join the Trade Development Council and Tourism Board to promote bilateral trade and Hong Kong's tourism.
He said Hong Kong has been promoting trade relations with the Association of Southeast Asian Nations, and will work towards boosting co-operation between the two sides during this visit.
