One country, two systems observed

September 13, 2015

Chief Secretary Carrie Lam says remarks by guest speakers at a symposium held today on the 25th anniversary of the Basic Law, including those by Director of the Liaison Office of the Central People's Government in Hong Kong Zhang Xiaoming and the Chief Executive, observe its theme of upholding the “One country, two systems” principle.

Speaking to reporters before flying to Australia last night, she said there is nothing novel about Mr Zhang’s views that the Chief Executive is accountable both to the Central Government and the Hong Kong SAR, which has been given repeated emphasis in the political reform process conducted in the last 20 months.

She also dismissed criticism that Mr Zhang’s remarks are tantamount to saying that the power of the Chief Executive is without bound, emphasising that the Central Government has reiterated that it supports the Chief Executive and the HKSAR Government working according to the law.

She agreed with Mr Zhang’s views that the political reform process enhances the community’s understanding of the Basic Law.
