CE hails consensus with legislators

Chief Executive Donald Tsang says he is pleased the Government and legislators have reached consensus on the former's by-election proposal.
Further Legislative Council debate on the issue has been postponed until after a two-month public consultation.
Mr Tsang said the Government's replacement mechanism plan for LegCo vacancies addresses public concerns by plugging loopholes that permit abuse of by-election procedures.
He said the Government attaches great importance to views on public policy, and will listen to feedback and address issues in a practical way.
He also criticised demonstrators who disrupted public order and broke laws during the July 1 procession, and praised police handling of the disruptions.
