Poll plan postponed

The Legislative Council resumption of the second reading debate on the Government's by-election proposals will be deferred so a public consultation can be held. Chief Secretary Henry Tang made the announcement today after meeting with lawmakers.
 
The second reading of the Legislative Council (Amendment) Bill 2011 was slated for July 13, however, Mr Tang said the Government will postpone it for two months to garner more public feedback.
 
“The Bills Committee suggested we need more time to consider members’ suggestions and public views. We will conduct a public consultation on the proposal from July to September to listen to the views of the public further.”
 
The Government wants to complete the legislative exercise within the 2011-12 legislative session.
 
Mr Tang said there is a strong consensus in the community that the Government needs to plug the loophole, adding both the administration and the Legislative Council have a shared responsibility to respond to this concern.
