Proposal to scrap DC appointment system pending

Secretary for Constitutional & Mainland Affairs Stephen Lam intends to put forth proposals to abolish the District Council appointment system before the District Council elections in November.
 
Mr Lam told legislators today that when the Chief Executive announced the proposals concerning the 2012 constitutional reforms last June, he said after the passage of these reforms, the Government would present proposals to the Legislative Council concerning the abolition of the District Council appointment system.
 
He said it is a matter of priority. The Government is considering an amendment bill to deal with the replacement mechanism when Legislative Councillors resign or vacancies arise.
 
There is a miscellaneous provisions bill concerning various aspects of electoral arrangements.
