Professional qualifications initiative launched

September 3, 2018

The Education Bureau announced today the launch of an initiative to recognise professional qualifications under the Hong Kong Qualifications Framework.

It said the initiative promotes a wider application of the framework and uplifts the professional image of vocational and professional education and training.

Before launching the initiative, qualifications recognised under the framework were confined to those obtained from completion of learning programmes as well as through the Recognition of Prior Learning mechanism.

Professional qualifications will be granted by local organisations to individuals who meet the requisite academic qualifications and prescribed years of industry or professional experience, as well as complete robust assessments in written or practical formats.

Eligible organisations including professional and regulatory bodies may apply to become assessment agencies for issuing professional qualifications.

The Education Bureau invited the Institute of Certified Public Accountants and the Marine Department to undergo accreditation by the Hong Kong Council for Accreditation of Academic & Vocational Qualifications for issuing professional qualifications during the pilot phase.

Both of them have completed the accreditation and been appointed by the Secretary for Education as assessment agencies.

They can issue Associate Level qualification and seven types of Certificates of Competency.
