Driving-offence points system to be reviewed

The Driving-offence Points System and relevant laws will be reviewed immediately to identify upgrades, the Transport & Housing Bureau says. Remedial measures will be tabled in the new Legislative Council session.

 

The move follows recent media reports on the serving of court summonses on drivers who have incurred 15 points. Under the current system the Transport Department is not empowered to reject these drivers' licence applications or to take other corresponding actions.

 

At present 740 drivers have incurred 15 points or above but cannot be served with a summons. Of them 110 have accumulated two or more summonses.

 

The department will follow up the cases vigorously by tracking down the drivers' correct addresses so the summonses can be served. Suspected cases of deceit or other criminal acts will be referred to Police and the Independent Commission Against Corruption.

 

On suggestions emergency laws be enacted to define "summons to be served", the bureau said this will have extensive implications and will be unfair to some people who cannot be served with a summons for a good reason. The feasibility of such a proposal will be studied.
