The Hong Kong Observatory replaced storm signal No. 8 with strong wind signal No. 3 at around 11:30 this morning.
All rainstorm signals were cancelled at 12:20pm, and signal No. 3 will likely be cancelled this evening.
At 5pm, Fengshen was about 110km north northwest of Hong Kong, near 23.2 degrees north and 113.7 degrees east. It is forecast to move slowly across Guangdong and weaken.
Local winds with mean speeds of 41 to 62 kilometres an hour or more are still expected, and seas will be rough. People are advised to stay away from the shoreline and not to engage in water sports.
Public transport resumes
Public transport companies have mostly resumed normal services. The Transport Department's hotline 2804 2600 and 183 4567 can answer queries. The New Lantao Bus Company also provides a hotline - 2984 9848 - to update the public on its service arrangements.

No major damage
There were 27 reports of flooding across Hong Kong, and three landslides - at Repulse Bay, Tuen Mun, and Lantau.
The Leisure & Cultural Services Department received 41 requests for help removing fallen trees and branches from roads since the storm swept through.
The Buildings Department received five reports of collapsed scaffoldings.
Some classes resume
Afternoon and evening classes of the Hong Kong Institute of Vocational Education, Hong Kong Design Institute, School of Business & Information Systems, Youth College and all training and development centres and training institutes will resume normal.
All Mandatory Provident Fund Schemes exams and insurance intermediaries qualifying exams scheduled between 6pm and 10pm will be held as usual.
Hotline open
The Home Affairs Department has activated a hotline - 2835 1473 - to handle queries from the public.
The Judiciary closed all courts, tribunals, court registries and offices today. Those who were due to attend court hearings today, including jurors, should do so at 9:30am tomorrow.
Those who were to report for jury selection today need not attend court until they receive further notice in writing.

Report any flooding that comes to your notice to the Drainage Services Department, by calling the 24-hour drainage complaint hotline, 2300 1110.
A landslide warning also remains in effect.
