Views sought on working hours

The Standard Working Hours Committee today launched a consultation on its policy directions on working hours.

 

Committee Chairperson Dr Leong Che-hung said the findings from the working hours survey and first-stage consultation show there is a consensus for using a legislative approach to implement a policy regulating working hours.

 

But a uniform across-the-board working hours regulation for all sectors is inappropriate due to varied circumstances in different sectors, he said.

 

The committee is seeking public opinion on four suggested directions in working hours policy.

 

This first is to explore a legislative approach, requiring employers and workers to enter into written employment contracts, which set specified working hours and overtime compensation arrangements.

 

The second is to explore whether there is a need for other suitable measures, such as setting a working hours standard and an overtime pay rate to further protect grassroots employees with lower income, lower skills and less bargaining power.

 

The third is to implement both the first and second directions.

 

The fourth is to recommend alternative policies pertaining to working hours, like formulating voluntary guidelines according to the needs of individual sectors.

 

The committee will use the views collected as a reference in preparing a report for the Government.

 

"If more people want to give us views, we are open-minded, we will hear more, point number one. Point number two is that our consultants have to analyse all the results for us, and then through these results we will discuss it and come to certain conclusions and then write a report to the Government," Dr Leong said.
