Kindergarten report submitted

The Committee on Free Kindergarten Education today submitted a report to the Education Bureau outlining recommendations on free kindergarten education and expects the proposals to be implemented in the 2017-18 school year.

 

Unveiling the report during a press conference this afternoon, committee chairman Moses Cheng revealed that one of the proposals was for the Government subsidy to cover half-day schooling as the basic provision for all eligible children aged three to six, while additional resources should be provided for schools offering whole-day and long whole-day services.

 

It also suggested a more flexible funding mode, other than on a per-student basis, with additional funding to cater for the specific needs of individual schools, including a rental subsidy.

 

The rental subsidy should be subject to a ceiling and fill-up rate to ensure proper use of public funds. The ceiling would be set with reference to the rentals of comparable kindergartens operating in public housing estates.

 

The committee estimates that more than 60% of students in non-profit kindergartens would not have to pay school fees if all its recommendations are implemented.

 

The report also proposed a salary range for kindergarten staff. Teachers could earn $18,000 to $32,000 per month.

 

Secretary for Education Eddie Ng said the scope of the committee's report was very extensive. He added the bureau will study the recommendations carefully and collect views from the community before mapping out appropriate policies and concrete measures.
