The Government will gazette the United Nations (Anti-Terrorism Measures) (Amendment) Bill 2017 on June 16.
It will implement the recommendations of the United Nations Security Council and the Financial Action Task Force to combat threats to international peace and security caused by terrorist acts.
The bill will prohibit Hong Kong permanent residents from travelling to a foreign state to perpetrate, plan, prepare or participate in terrorist acts, and to provide or receive terrorist training.
It will also outlaw the provision or collection of property to finance the travel of people between states for terrorist acts.
The organisation or facilitation of travel of people between states for terrorist acts, and dealing with terrorist property are also forbidden.
The bill will be tabled at the Legislative Council on June 28.
