Barnabas Fung named surveillance judge

October 28, 2016

The Chief Executive, on the Chief Justice’s recommendation, has appointed Justice Barnabas Fung as a panel judge under the Interception of Communications & Surveillance Ordinance for a term of three years from November 4.

The Government announced today Justice Fung is to succeed Justice Anthony To, who will retire from the Court of First Instance.

Panel judges consider applications for authorisations of interception and Type 1 surveillance and for device retrieval warrants.

Justice Fung was appointed Chief District Judge in 2001, and was appointed Judge of the Court of First Instance in 2006.

Chief Executive CY Leung said he, together with the incumbent panel judges, Justices Andrew Chung and Mohan Tarachand Bharwaney, will make use of their expertise and experience to ensure the effective running of the regulatory regime under the ordinance.
