Human smuggling meeting held

June 27, 2016

Secretary for Security TK Lai attended a meeting in Shenzhen today with Mainland law enforcement agencies to strengthen efforts in combating human smuggling across the boundary.

The meeting was chaired by Mr Lai and the Ministry of Public Security’s Border Control Department Director Chen Dingwu.

Both sides agreed to strengthen joint operations, investigation and intelligence exchange to crack down on human smuggling syndicates.

Since the special operations against illegal immigrants sneaking into Hong Kong from the Mainland started in February, the number of non-ethnic Chinese illegal immigrants intercepted in Hong Kong has dropped 60%, Mr Lai noted.

During the same period, Mainland law enforcement agencies arrested 10,000 non-ethnic Chinese for illegal immigration, illegal work and illegal stay, with thousands of them attempting to enter Hong Kong illegally.

Mr Lai said continued co-operation with Mainland law enforcement agencies in combating human smuggling activities by sea and land has played an important part of the comprehensive review of the strategy of handling non-refoulement claims.

The Hong Kong Special Administrative Region Government is addressing the matter from all angles, including implementation of pre-arrival control on certain countries, preparing legislative amendments to tighten up screening procedures, and continuing to combat illegal employment and expediting removal procedures, he added.
