Secretary for Security TK Lai and Mongolia’s Minister for Justice Dambii Dorligjav today signed the Agreement on Transfer of Sentenced Persons.
Mr Lai said the signing signifies another step forward in the legal ties between Hong Kong and Mongolia.
The transfer of sentenced people to their place of origin, by returning them to an environment free of language and cultural barriers and where their friends and relatives can visit regularly, is conducive to their rehabilitation, he said.
It is the Government's policy to facilitate such transfers between Hong Kong and other places, he added.
Under the Basic Law, Hong Kong can, with the Central Government’s authorisation, make arrangements with foreign states for reciprocal juridical assistance, including the transfer of sentenced people.
This is the 16th agreement of this kind Hong Kong has signed with other jurisdictions.
