A farewell parade was held for Commissioner of Correctional Services Sin Yat-kin today, who called on the public to support rehabilitated offenders.
Speaking during the ceremony at the Correctional Services Department Staff Training Institute in Stanley, Mr Sin said, while Hong Kong’s recidivism rate has dropped 30% in the last decade, the department's efforts will be futile without public support.
The department has strived to introduce the modern vision of correctional services to the public through different platforms, he said, urging people to give rehabilitated offenders a chance to start a new life.
He said, by doing so, the community will be safer and more harmonious.
The department places dual emphasis on custodial and rehabilitation services, ensuring offenders properly serve their sentences while equipping them with skills and education to rejoin society upon release.
Mr Sin thanked those supporting the department’s work, and its staff for their dedication.
