Customs officers have arrested 13 people and seized 2.1 million illicit cigarettes worth $5.6 million and with a duty potential of $4.1 million, in a two-week operation.
The 12 men and one woman are aged 25 to 80.
Several vehicles used to transport the cigarettes have also been seized and five storage points have been shut down.
