Surveillance judge appointed

October 17, 2014

The Chief Executive has appointed Justice Mohan Tarachand Bharwaney to succeed the retiring Justice Azizul Rahman Suffiad as a panel judge under the Interception of Communications & Surveillance Ordinance for a term of three years from October 25.

Panel judges are appointed to consider applications for authorisations of interception and Type 1 surveillance and for device retrieval warrants.

Justice Bharwaney was called to the Bar in Hong Kong in 1978 and in Australia in 1991. He was appointed Senior Counsel in 2008, and was appointed Judge of the Court of First Instance in 2010.

Chief Executive CY Leung thanked Justice Suffiad for his work in the post for the past eight years.

He said Justice Bharwaney, together with the other two incumbent judges - Justice Anthony To and Justice Andrew Chung - will continue to ensure the regulatory regime's effective operation.
