Customs officers arrested five men and two women and seized 2.2 million illicit cigarettes with a duty potential of $4.1 million in a crackdown on smuggled cigarettes earlier this week.
The arrestees, aged 25 to 54, include a company director, three staff members, two drivers and a conveyor.
The company was suspected to have mixed duty-not-paid cigarettes with duty-paid ones for sale, intending to evade tobacco duty.
Customs stressed it will strengthen intelligence gathering and take targeted enforcement action against suspected illicit cigarette activities.
