Police have clear guidelines and training on the level of force its officers can use.
Secretary for Security TK Lai told legislators today Police instruct officers not to use force unless it is necessary, and only minimum force should be used.
He said Police have endeavoured to enhance officers’ professional sensitivity, communication skills and awareness of complaint prevention.
There have been no substantiated complaints of assault against police officers in the past five years, he said.
Police have no plans to install cameras in detention rooms and police cars due to privacy issues, he added.
