White Paper no intrusion: SJ

June 12, 2014

The White Paper on the Practice of the 'One country, two systems' Policy in the Hong Kong Special Administrative Region was not aimed at interfering in Hong Kong’s judicial independence.

Secretary for Justice Rimsky Yuen told reporters today the paper reiterated the Central Government’s stance in implementing the ‘One country, two systems’ formula and confirmed the policy will not change.

The paper also emphasised that Hong Kong enjoys independent judicial power and final adjudication, he said.

The judicial oath required by the Basic Law reflects the requirement of loving the country and Hong Kong.

"Under the judicial oath, the expression used is ‘bear allegiance to the Hong Kong Special Administrative Region’. This is a word which is quite clear when used in the context of an oath," he said.

The paper only reiterated and explained the parts of Basic Law which were related to the Judiciary and judicial officers, and was in line with the Basic Law and had no additional requirement for them, he added.
