Ferry report advises disciplinary action

An internal investigation into the Lamma Island ferry tragedy has recommended disciplinary action against 17 serving and retired Marine Department officers.
Secretary for Transport & Housing Prof Anthony Cheung briefed the media on the investigation report today, which said the 17 officers failed in their duties.
Prof Cheung said 52 officers, from the frontline to senior management, were examined. Thirty-eight are serving officers and 14 are retired.
The report recommended disciplinary action against 13 serving officers. Seven of them should be instituted formal disciplinary proceedings, while six should be issued warnings, it said.
Four retired officers should be disciplined if they are still in the civil service, it added.
The Police are conducting a criminal investigation.
Prof Cheung said the Civil Service Bureau is also considering disciplinary actions based on the report’s recommendations.
The Department of Justice has advised against full public disclosure of the report for now, due to the criminal investigation.
