Flight data report submitted

The Civil Aviation Department today received the investigation report from the contractor of the new Air Traffic Management System regarding its recent failure to display some flight data for 26 seconds.

 

Director-General of Civil Aviation Simon Li said the main findings of the report are consistent with the initial findings two days ago.

 

He said there are two flight data processors in the air traffic system. When one is in operation the other is in standby mode.

 

On November 29 the department’s officers tried to retrieve information from the flight data processor, which was not functioning properly. In this process the system switched to the standby processor, as it is designed to do.

 

Mr Li said the process itself was smooth, but when the officers tried to restore the original processor into standby mode, the two processors needed to synchronise data to ensure the information in both processors was updated at the same rate and same time.

 

This process resulted in the delay of flight information on the radar screen.

 

Mr Li said the issue will not affect air traffic during the upcoming Christmas holiday because the contractor has found ways to fix the problem.

 

He said similar glitches should not happen again.

 

The department has also appointed a panel of five experts to advise on the system’s operation. They will hold their first meeting this month.
